I was playing in a game today, and there were some weird calls going on. Granted, it was a scrimmage, but the officials were legitimate referee's. One of the refs was a real stickler on the face, though. We would both go down, everything would be fine, he'd blow the whistle, I'd clamp. Now, I wasn't sure if I had it in my head, so I started rotating to my left. After doing this, ref blows the whistle, play is dead. He awards possession to the other team, saying I was withholding.
I talked to him afterword, and he claimed that if you have the ball in your head and you turn more than 180 degrees, it is considered withholding. I talked with him a little about this, arguing my case, but he was 100% convinced this was in the rulebook.
I don't know about you guys, but this was the first time it has ever happened to me. Obviously, I think it's garbage. But I am wondering if this is an actual rule, or this ref had a little too much peyote tonight.

No that's not it at all. I have a copy of the video for the new rules, in which Mr tambaroni the referee shows what's withholding

Wow, seems like a stupid rule change to me. I feel like that's going to kill the faceoff.
